ACI Europe, ECA, FSF, IATA, ICCAIA, IFALPA and IFATCA are increasingly concerned about the inconsistent State compliance with ICAO Annex 13 Standards related to the publication and, in some cases, the non-finalization of accident investigation reports. States should follow the requirements laid out in this Annex and publish thorough final reports, in accordance with the established timelines, to guarantee the continuous improvement of aviation safety.
