Between Conferences, the Federation is governed by the Executive Board. They are responsible for the day - to - day running of the Federation, for making decisions as necessary affecting the implementation of policy, and for interpreting and applying the Constitution and By - Laws.
There are 10 Executive Officers, each with defined responsibilities - the President, Deputy President and eight Executive Vice Presidents.
The Executive Officers are elected for two-year periods of office, with half being elected each year. Once elected, they are expected to act collectively on behalf of all Member Associations in the best interests of the Federation and to uphold the Constitution of the Federation.
The Executive Committee's responsibilities are divided to cover the following disciplines;
Deputy President covers the Accident Analysis, Helicopters and Legal Committees.
EVP Technical Standards covers the Aircraft Design and Operation, Aerodrome and Ground Environment, Air Traffic Services and Flight Engineers Committees.
EVP Professional Affairs covers Human Performance, Industrial and Security Committees, Dangerous Goods Committee and Industrial Advisers.
EVP A & F covers the A&F Committee and Secretariat Staff.
In addition to liaising regularly with the Secretariat on an individual basis, the Executive Officers hold meetings four times a year. The first meeting each year is held in January, the second in conjunction with the Annual Conference, the third in June or July, and the fourth in October.
RVP's are elected by Conference for a two year term and are responsible for technical, industrial , membership and general Federation activities in their Region.
In addition to the activities of the Executive Officers and RVP's, a very important component of the Federation's work is undertaken by various Standing Committees. Each Committee has a Chairman who is an Officer of the Federation and is elected for a two year term of office.
Standing Committees are required to :
- develop work programme items to Policy status for endorsement by the Membership ;
- develop immature policy into proposals of mature policy status and formulate proposals to update existing policy in accordance with the latest developments;
- formulate briefing material and working papers for the Federation's representatives attending international and other meetings ;
- suggest suitable Federation representatives for particular meetings ;
- advise the Executive Officers generally on matters pertaining to their specific area of interest and expertise.
The UK based Secretariat consists of Staff members, who are responsible for providing administrative action and support under the direction of the Conference and the Executive Board.
The Secretariat provides a support function for all of the Federation's policy development and implementation activities and is a "clearing house" for all documentation and publications, both incoming and outgoing. It also serves as a link between the Executive Officers and all other Officers and IFALPA Representatives, and to Member Associations generally.
In Montreal, the IFALPA representative to ICAO has a role distinct from that of other staff members, in that his / her primary function is that of permanent IFALPA observer on the ICAO Air Navigation Commission (ANC). In this capacity, he / she is able to play a major part in implementing the Federation's policies by influencing the development of ICAO Standards and Recommendations Practices within the ANC.
