Introduction to SMS and SRA

A Safety Management System (SMS) is a proactive business approach to managing aviation operations with the goal of increasing safety and reducing risk in the Air Transportation System.  SMS increases accountability in the aviation sector. SMS are methods a company can use to integrate safety throughout its organization. They are based on operators in depth knowledge of its operation and integrate safety into policies, management and employee practices and procedures. As each organisation integrates safety into daily operations, management and employees can continually work to identify and overcome potential safety hazards.

It has been an ICAO Standard that from 1 January 2009, a State shall, as part of its State Safety Programme, require an operator to implement a SMS, as outlined in the ICAO Safety Management manual (Document 9859), which is  acceptable to that State.

IFALPA strongly supports this requirement and advocates the participation of its Member Associations in the SMS of its air carriers. This introduction to SMS and Safety Risk Assessment (SRA) is aimed at giving Member Association representatives an insight into these tools, so that they can ensure that a suitable SMS has been implemented and is functioning in each of the airlines within its State, as well as being able to participate in the process.
