European Cockpit Association “The European Cockpit Association represents the collective interests of its Member Associations at European level, striving for the highest levels of aviation safety and fostering social rights and quality employment for pilots in Europe.” 1. BackgroundThe European Cockpit Association (ECA) was created in 1991 and is the representative body of European Flight Crews at European Union (EU) level. Since its creation in 1991, ECA's membership has witnessed a steady growth both in numbers and geographical reach - in line with developments in the EU. It now represents over 38,200 European pilots / flight engineers from the National Flight Crew Associations in 36 European countries (see below for the list of members). ECA strives to ensure safe and sustainable growth of the air transport industry across Europe, based upon clear, harmonised and enforceable rules throughout the EU. Since 2000, ECA is a recognised Social Partner in the EU's Sectoral Social Dialogue. This allows us to develop jointly with European employers' organisations common positions, recommendations and agreements that can have legally binding effect throughout the EU. All ECA members are members of IFALPA. ECA closely cooperates and coordinates its activities and positions with IFALPA, according to the IFALPA/ECA Cooperation Protocol, signed in May 2006. With the signing of this agreement, ECA became IFALPA’s representative body in Europe. As it can be seen below, the ECA structure of Working Groups is similar to the IFALPA Committees. There is a lot of interaction between both organisations on Safety/Technical matters. In addition to the common areas, ECA deals with specific European issues: EU social dialogue, External Relations – which concern Air Transport Agreements between the EU and third countries.
