The Primacy of the Technical Investigation of an Incident or Accident

ICAO Annex 13 sets out the principles for accident investigation.  In this framework the Legal Committee supports the Federation and its Member Associations in their efforts to ensure the primacy of technical investigation of accidents.

Protection of Private Records

There is increasing abuse of private records as defined in Annex 13, collected for incident and accident investigations.  The Committee is working to strengthen the protection policies of private records of pilots as it relates to Annex 13 Paragraph 5.12 / Attachment E.

Authority and Liability of the Pilot In Command (PiC)

The The Committee is reviewing the adequacy of current international legislation with regard to the PiC’s authority and liability with:

1.    Unlawful interference of the aircraft in the air and on the ground.
2.    Unruly passengers
